A tender floated by West Bengal government invited the ire of Indias own IT company, RP Infosystem Pvt Ltd, the brand owner of Chirag Computers. To express their agitation, RP Infosystem conducted a dharna in front of Vikas Bhavan on January 30. The RP Infosystem dispersed the dharna after they got a stay order on tender from the court on 7th Feb, 09. The tender issued by West Bengal government on January 13, 2009 insisted that an IT company is eligible for replying the government tender only when the brand should be established in India for the last five years. Both OEM and bidder should compulsorily have established office in investment world, preferably around Kolkata, and should have own technical manpower posted in strategic locations covering all the districts for providing warranty services within stipulated time all over the West Bengal. Franchisee shall not be allowed.
Even though the government amended this tender one or two times, these amendments were not acceptabl

e for RP Infosystem. So, they went on with their own mode of agitations. This tender prevents RP Infosystem from replying to government tenders as their brand Chirag was introduced in the market only four years back. By issuing such a tender, RP Infosystem alleged that, the West Bengal Government is encouraging foreign brands and debilitating the Indian companies.
  The issue is already undertaken by Indian Chamber of Commerce, Bengal Chamber of Commerce, Electronic Industries Association of India (ELCINA) and Manufacturers Association for Information Technology (MAIT). According to Srinivasan, ELCINA Secretary, The tender notice issued by West Bengal government will directly affect the business of RP Infosystem because only four years back they introduced Chirag brand in the industry. Instead of asking the years of existence, the government should seek the quality and procurement of the product. Then only the indigenous brands will be encouraged. This tender helps only to encou

rage the foreign IT companies. We, as an Indian organization, support Indian companies. If an Indian company can deliver best quality products, which are able to compete with the foreign companies, should be encouraged. Instead of doing so, the West Bengal government is trying to weaken the integrity of Indian IT companies by issuing tenders like this.  
As per Manav Choudhary, Secretary, Indian Chamber of Commerce, The small scale business enterprises should not be debarred from replying to the tenders. Most of the small scale businesses are not exceed from five years so, it is not fair to debar them from govt tenders. The brands like Chirag are strong enough to compete with international brands like HP. They are also registered with DGSD (Directorate General of Supply Proposal) and they are supplying to many central as well as state government organizations. So it is not fair to debar them from tenders.
