e-Governance, Ideal to Check India’s Corruption Foes

The government is working on a government electronic services delivery bill ESD Bill 2011 - that will work towards reducing human interface for all of the government departments.

As India Inc is trying its best to fight with the menace of corruption, the tool of e-governance is ideally placed to help the various stakeholders in this regard. Hence, it is essential to institutionalise e-governance systems that will help reduce the human interface in the course of delivering public services and also check corruption in the processs.

The world over, efficient e-governance related systems and applications and pushing for the social cause of corruption and hence in India as well e-governance should be seen as an eco-system that reduce the human element in the delivery of public services between the common masses and the governing bodies.

There is this example of Income Tax refunds, where officials demand money for giving a refund. In a complexly automated e-governance driven world, issues like this would be resolved to a large extent.


The ministry of communications and IT is working on an Electronic Services Delivery Bill that will ensure that all public services of the government are delivered to people electronically within five years of enactment of the Bill.

As the legislation on e-Services for public is passed, all government departments coming under various states of the country will have to issue a information technology driven framework within six months for services to be digitized and formats to be adopted, along with a cut-off date for completing the exercise.

The Department of Information Technology has already issued the final version of ESD Bill, 2011, after incorporating changes based on comments received from stakeholders. When implemented, this Bill has provisions for imposing a penalty of up to Rs 25,000 on officials for violations of norms under the proposed ESD Act.
