Accountability, for better e-Governance Infrastructure

The way government services are envisaged to be delivered under the ongoing NeGP or the national egovernance plan is that all departments and state governments share the common core IT infrastructure in the form of State Wide Area Networks.

State Data Centers, Service Delivery Gateways and Common Services Centers. Today, the government is more serious than ever about creating and maintaining a better accountability driven IT infrastructure.

As part of this envisaged model, the applications for various services are owned by the respective domain ministries and work and interact in tandem with the national core. Thus the basic infrastructure is common and shareable. The UID or the Aadhaar project is going to provide a common authentication framework for all services that are electronically delivered.

Working on similar lines, the Service Delivery Gateway will provide a Payment Gateway and a Mobile Service Delivery Gateway will serve as the Payment Platform and Mobile Services Integration platform for all services that are being offered electronically.

The government is also working on enabling 'Cloud Model' with regards to its data centers so that it will be possible to offer services, infrastructure and platforms on cloud model.

Most importantly, the ongoing National e-Governance Plan recommends large projects to be taken up on a Public Private Partnership or PPP model with well-defined Service Levels for ensuring reliability and efficiency of services.

With a clear vision in front of the government, technology is not a challenge for the government today. Rapid technology changes and obsolescence by focusing primarily on Service Delivery requirements is helping the government with a clear focus towards delivery of various services and applications for the common masses.

With regards to the common points for the rural masses, the delivery channel envisaged in the rural areas are the Common Services Centers or CSCs and already more than 95,000 centers are operational as of today.

Already the government of India has decided to reposition the scheme of Common Services Centers to be a network of Bharat Nirman Common Services Centers to be set up at all Panchayat level covering the length and breadth of the country. Moving forward, all these planned activities are set to achieve one important objective, and that is the objective of increasing the accountability for various government departments and services under one umbrella and one India platform.
